1Work With Walk-ins

[ A News Only ]
WORK WITH WALK-INS

Ivan A. Serov

A significant role in intelligence activities is played by work with walk-ins,2 i.e., persons who approach Soviet representatives of their own accord, wishing to help the Soviet Union and offering their services, in particular to obtain documents of value to us. In a number of countries (USA, France, Western Germany, Italy, and others) approaches by such walk-ins are not an infrequent occurrence. For this there is, in our view, a logical explanation.

Many people in capitalist countries are in serious financial straits, living in constant anxiety about the future. They consequently resort to any possible means of earning some money to put aside, and for the sake of this financial security they are ready to run the risks involved in offering to collaborate with us. In these countries there also live many who came from countries of the socialist camp and have retained their love for the motherland, and others who have paid visits during the last few years to the Soviet Union, have come to know the Soviet people better, and are genuinely eager to do what they can to help us.

2DISASTER FRAUD PREVENTION

[ A News Only ]
DISASTER FRAUD PREVENTION

Disaster fraud comes in a variety of forms, most of which capitalize upon communications and information failures. In a disaster, safety nets collapse and precious commodities are in short supply, opening the door to price gouging of items like food, water, and fuel. After a disaster, even the victims become motivated to engage in scams, claiming illnesses they don't really have.
Disasters attract a lot of con-artists, and the frauds they "sell" can take place before, during, and after a disaster. An example of fraud BEFORE a disaster is price gouging, where suppliers raise the prices of products that consumers might need, like food, water, batteries, and/or reinforcement material for buildings. Examples of fraud AFTER a disaster are many, and include such things as ID theft, telephone fraud, home repair fraud, insurance fraud, and financial fraud. Some of these may occur DURING a disaster, but the most common example in this case is charitable fraud where the seller is requesting aid or relief donations for a non-existent aid or relief organization. These examples by no means exhaust all the possibilities as con-artists are always coming up with new ways to do things.
Fraud often follows disaster, but by carefully avoiding the mistakes of seeking a quick fix and attempting to be self-reliant, disaster fraud can be avoided and there is no need for survivors to be victimized twice.

3Fraudulent Charities In The Wake of Disaster JACOB PARKS, J.D., CFE

Fraudulent charities in the wake of disaster
JACOB PARKS, J.D., CFE
The sudden and vivid destruction caused by tornadoes, tsunamis, man-made catastrophes and other crises compels us to contribute to the people affected. There is a particular urgency in responding to disasters because the victims often lack the supplies or help they need to survive. As a result, donors often choose to contribute as soon as possible to a charitable organization that pledges to help the disaster victims.
But fraudsters swarm to take advantage of highly publicized emergencies, and many bogus charities that pop up under the guise of helping victims are just pocketing the donations
Fraud involving disaster relief might be among the most immoral of financial crimes, but it happens so often that we should not be surprised or unprepared. There are many actions that individuals and organizations can take to help give them confidence their donations will not be misused.

Teachers and the Law
Legal and Moral Relationship

Duty of Care

Teachers are a special section of society. They are responsible for the education of society's youth. They are also responsible for ensuring that the students within their care are found within the most positive, safe and encouraging learning environment possible. If they cannot secure this, then teachers can be sued for negligence. They have a duty of care towards their students, and if this is betrayed, then teachers have a responsibility to face the consequences.

Warrants and Searches

From this, teachers have many legal and moral rights and responsibilities. One of these is the right to conduct warrantless searches. Teachers are the only professional groups with this right - police officers.
It is recognized by the courts that teachers and students have a special relationship - one that is not unlike that of parents and children. Teachers must be able to protect their students from dangers and need to be able to do whatever it takes to provide a safe environment

7The Believing Brain

[ A News Only ]
The Believing Brain

We form our beliefs for a variety of subjective, personal, emotional, and psychological reasons in the context of environments created by family, friends, colleagues, culture, and society at large; after forming our beliefs we then defend, justify, and rationalize them with a host of intellectual reasons, cogent arguments, and rational explanations. Beliefs come first, explanations for beliefs follow.
Dr. Shermer also provides the neuroscience behind our beliefs.
The first process Dr. Shermer calls patternicity: the tendency to find meaningful patterns in both meaningful and meaningless data. The second process he calls agenticity: the tendency to infuse patterns with meaning, intention, and agency.
We can’t help believing. Our brains evolved to connect the dots of our world into meaningful patterns that explain why things happen. These meaningful patterns become beliefs. Once beliefs are formed the brain begins to look for and find confirmatory evidence in support of those beliefs, which adds an emotional boost of further confidence in the beliefs and thereby accelerates the process of reinforcing them, and round and round the process goes in a positive feedback loop of belief confirmation.

Criminon (which means “no crime”) is an international non-profit public benefit corporation dedicated to addressing the causes of criminality and restoring the criminal’s self-respect through effective drug detoxification, education and common sense programs. By making them responsible for their actions, people under the Criminal Justice system can become ethical and productive citizens.
Criminon utilizes the research discoveries made by American author and humanitarian L. Ron Hubbard, who personally worked as a Special Officer for the Los Angeles Police Department in the late 1940’s. Mr. Hubbard discovered that every criminal career began with a loss of self-respect. When man could no longer trust himself, only then did he become a real threat to society.

The Possibility of Time Travel within a Simulation
(Fun 2shh: Dudes in the 10th Century)

If we are currently living in a simulation, then would it be possible in such a simulation to create time travel as part of its programming? The exploration below in response to this question is a detailed analysis of whether Time Travel in any accepted sense (e.g. as in Dr. Who, which involves full and active time travel to both past and the future), is possible within a simulation.

Rewinding the simulation

In almost all computer games, a player can 'save' the game at particular points, then if the situation demands it, the game can be terminated, and the player can 'reload' the game from any of the save-points. This has the effect of rewinding time from the termination point back to the save point. If data from the simulation were being continuously saved, such a rewind therefore seems possible, at least in theory.

Interracial marriages are becoming more common, but skin color still matters in America. As minorities—especially Asian and Hispanic Americans—move up the ladder and integrate neighborhoods, they increasingly marry whites. Still, strong racial
identities and lingering prejudice, particularly toward African Americans, limit this most intimate form of integration.

Bottom of the pyramid

In economics, the bottom of the pyramid is the largest, but poorest socio-economic group. In global terms, this is the 4 billion people who live on less than US$2.50 per day. The phrase “bottom of the pyramid” is used in particular by people developing new models of doing business that deliberately target that demographic, often using new technology. This field is also often referred to as the "Base of the Pyramid" or just the "BoP".

The phrase “bottom of the pyramid” was used by U.S. president Franklin D. Roosevelt in his April 7, 1932 radio address, The Forgotten Man, in which he said “These unhappy times call for the building of plans that rest upon the forgotten, the unorganized but the indispensable units of economic power...that build from the bottom up and not from the top down, that put their faith once more in the forgotten man at the bottom of the economic pyramid.”

The Factories Act, 1948(Amended On 1987)

The Factories Act is the principal legislation, which governs the health, safety, and welfare of workers in factories. The Act extends to the whole of India. Mines and Railways workers are not included as they are covered by separate Acts. The new Act addressed the issues of safety, health, and welfare. Many amendments were aimed to keep the Act in tune with the developments in the field of health and safety. However, it was not until 1987 that the elements of occupational health and safety, and prevention and protection of workers employed in hazardous process, got truly incorporated in the Act.

A factory under the Act is defined as a place using power, employs 10 or more workers, any day of the preceding 12 months. However, under section 85, the state governments are empowered to extend the provisions of the Act to factories employing fewer workers also. This section has been used to extend the coverage of the Act to workplaces like power looms, rice mills, flour mills, oil mills, saw mills, pesticide formulating units and other chemical units where hazards to health are considered to put workers at risk.

15Eugenics

[ A News Only ]
Eugenics
"Eugenics is the self-direction of human evolution" the Second International Eugenics Conference, 1921, depicting Eugenics as a tree which unites a variety of different fields.
Eugenics is the applied science of the bio-social movement which advocates practices to improve the genetic composition of a population, usually a human population. It is a social philosophy advocating the improvement of human hereditary traits through the promotion of higher reproduction of more desired people and traits, and reduced reproduction of less desired people and traits
Eugenics is a recent concept, having been originally developed by Francis Galton. Throughout its recent history, eugenics remains a controversial concept. As a social movement, eugenics reached its greatest popularity in the early decades of the 20th century. At this point in time, eugenics was practiced around the world and was promoted by governments, and influential individuals and institutions. Many countries enacted various eugenics policies and programs, including: genetic screening, birth control, promoting differential birth rates, marriage restrictions, segregation, compulsory sterilization, forced abortions or forced pregnancies and genocide. Most of these policies were later regarded as coercive and/or restrictive, and now few jurisdictions implement policies that are explicitly labeled as eugenic or unequivocally eugenic in substance.
The way eugenics was practiced in this period involved "interventions", which is a euphemistic name for the identification and classification of individuals and their families, including the poor, mentally ill, blind, deaf, developmentally disabled, promiscuous women, homosexuals and entire racial groups as "degenerate" or "unfit"; the segregation or institutionalisation of such individuals and groups, their sterilization, euthanasia, and their mass extermination. The practice of euthanasia was carried out on hospital patients in the Aktion T4 at such centres as Hartheim Castle.

Coordination via Distributed Infrastructure

When multi-robot systems are deployed in developed areas, static infrastructure, like wireless routers, cell phone base stations, or air traffic control towers will typically be used for communication between the agents. Can it also be used for control?

Taking inspiration from fluid dynamics and algebraic topology, we develop algorithms in which control authority is split between mobile agents and a network of static infrastructure nodes. Computations are distributed throughout the static network, which arrives at global decisions about how agents are allowed to flow throughout an environment.
Dynamic Similarity Measures
What does it mean when people say that two motions are "similar?" This is an important question in the area of human-robot interactions, where robots must interpret human movements in order to act in an equivalent manner. Alternatively, suppose we would like a puppet to do "the same thing" as a human. The puppet has different degrees of freedom, different dimensions, and different dynamics from the human: What is the appropriate way to compare puppet motions to human ones, or to control the puppet so it does "the same thing?"

Scientific evidence that you probably don’t have free will
Humans have debated the issue of free will for millennia. But over the past several years, while the philosophers continue to argue about the metaphysical underpinnings of human choice, an increasing number of neuroscientists have started to tackle the issue head on — quite literally. And some of them believe that their experiments reveal that our subjective experience of freedom may be nothing more than an illusion. Here's why you probably don't have free will.

Bereitschaftspotential

Neuroscientists first became aware that something curious was going on in the brain back in the mid 1960s.

German scientists Hans Helmut Kornhuber and Lüder Deecke discovered a phenomenon they dubbed "bereitschaftspotential" — a term that translates to "readiness potential." Their discovery, that the brain enters into a special state immediately prior to conscious awareness, set off an entirely new subfield.

After asking their subjects to move their fingers (what were self-initiated movements), Kornhuber and Deecke's electroencephalogram (EEG) scans showed a slow negative potential shift in the activity of the motor cortex just slightly prior to the voluntary movement. They had no choice but to conclude that the unconscious mind was initiating a freely voluntary act — a wholly unexpected and counterintuitive observation.

Caring for Cult Victims

Cults are operating throughout the fabric of contemporary society. They are active in the corporate world and on campus at college and university, where they are affecting both students and staff. They have made inroads into the religious and medical communities and are working in the prison system and even advertise in the media.

Since the average cult recruit becomes a recruiter of others, cults tend to the grow at an exponential rate if unchecked. This in turn highlights the tremendous need for trained people to care for cult victims and counsel them. However, without an understanding of the basics, a counsellor may overlook cultism as the source of a client's difficulties and even look for deficiencies in the individual as the root cause of the problems. Other carers, with the best intentions, may recognise that recent cult involvement is at the heart of a client's difficulties, but enter the counselling with many assumptions about cults that are unfounded and erroneous. This lack of understanding impairs progress and can be extremely harmful to the very person one is trying to help.

Replication: A Design Principle for Field Research.

In field contexts, there are typically many opportunities available to investigators that are not open to researchers in more controlled settings. Laboratory researchers commonly have small pools of potential participants to select from and may need to expend nontrivial resources to obtain their cooperation. On the other hand, in applied settings such as classrooms and schools, and especially for employees of the institution, students or other participants are often generously available as long as the intrusion of the research is minimal. Many investigators in the field thus have broad feasible research opportunities that laboratory researchers do not enjoy. It is therefore possible in common applied research settings to be able to repeat, or replicate, a study design more than once.
It is argued here that careful planning of replications can enhance the interpretability of applied research.

Pyramid schemes now come in so many forms that they may be difficult to recognize immediately. However, they all share one overriding characteristic. They promise consumers or investors large profits based primarily on recruiting others to join their program, not based on profits from any real investment or real sale of goods to the public. Some schemes may purport to sell a product, but they often simply use the product to hide their pyramid structure.
A Ponzi scheme is closely related to a pyramid because it revolves around continuous recruiting, but in a Ponzi scheme the promoter generally has no product to sell and pays no commission to investors who recruit new "members." Instead, the promoter collects payments from a stream of people, promising them all the same high rate of return on a short-term investment. In the typical Ponzi scheme, there is no real investment opportunity, and the promoter just uses the money from new recruits to pay obligations owed to longer-standing members of the program. In English, there is an expression that nicely summarizes this scheme: It's called "stealing from Peter to pay Paul." In fact some law enforcement officers call Ponzi schemes "Peter-Paul" scams

Teaching Children the Art of Self-Control
“It is easier to build strong children than to repair broken men.” Frederick Douglass’s

The breathtaking joys of parenthood are inextricably linked to its immense responsibilities. When these are not met, the joys are diminished for all concerned—often for generations to follow.

Of the responsibilities parents tacitly accept when they bring a child into the world, perhaps the most important is teaching how to regulate thoughts, emotions and behavior. Children who reach adolescence without developing this ability are more likely to fail academically, exhibit aggressive behavior, abuse substances, engage in high-risk sexual behavior and—as a result of any or all of these—generally experience negative life events. Unfortunately, many parents who struggle in this area themselves are ill-equipped to pass these skills down.
self-regulation includes conscious, purposeful decisions to direct emotional responses, attention or behavior by replacing an unconscious, automatic action with one that requires thought and effort.
Rather than considering these concepts only as something to instill in the next generation, parents must consider how self-regulation skills apply to their parenting approach even as they teach them to their children.

“Just as exercise can make muscles stronger,” they wrote, “there are signs that regular exertions of self-control can improve willpower strength.”

43Method and apparatus for creating artificial rain

[ A News Only ]
A method and apparatus is disclosed for creating artificial rain. The apparatus includes a substantially planar collection sheet having a plurality of pointed teeth along its lower edge. A water tank supplies water under pressure to an overhead manifold which feeds water to a plurality of spray nozzles adapted to spray a horizontal fan of water onto the collection sheet. As the water collects on the pointed teeth, it eventually falls off in droplet form when the volume and weight of the water overcomes its surface tension. An overspray sheet also having a plurality of pointed teeth may be positioned in spaced, parallel relation to the collection sheet to collect any overspray and convert it to drops of artificial rain. A control system regulates water pressure in the apparatus during use conditions. When the apparatus is deactivated, water is recycled in the tank while maintaining a balanced head pressure in the apparatus so that activation and deactivation takes only a few seconds.

Investigative Journalism

Investigative Journalism means the unveiling of matters that are concealed either deliberately by someone in a position of power, or accidentally, behind a chaotic mass of facts and circumstances - and the analysis and exposure of all relevant facts to the public. In this way investigative journalism crucially contributes to freedom of expression and media development, which are at the heart of UNESCO’s mandate.

General Guidelines For Designing Safer Communities

Crime Prevention Through Environmental Design
Crime Prevention Through Environmental Design, CPTED, is based on the idea that the proper design and effective use of the built environment can lead to a reduction in the incidence and fear of crime, and an improvement in the quality of life. In other words, if a site is laid out well, the likelihood of it being targeted for a crime may be reduced.
Crime Prevention is defined as the anticipation, recognition and appraisal of a crime risk and the initiation of some action to remove or reduce it. CPTED takes crime prevention one step further by studying the site design and working with the development community and public development agencies in an attempt to create safer designs in new and existing developments

Virtual Doppelgangers: Psychological Effects
of Avatars Who Ignore Their Owners

Research on doppelgangers, especially autonomous doppelgangers, highlights several ethical considerations. As can be seen in the Orville Redenbacher example, it is possible for one’s digital doppelganger to exist (and be manipulated) long after the physical self has died. One provocative question that arises is who should possess ownership of digital doppelgangers and to what extent are manipulations ethically acceptable? Currently, the artists who construct doppelgangers have nearly unlimited freedom in what animations and edits they create. In the future, some celebrities may wish to add clauses to their legal contracts that forbid or at least restrict the development of digital doppelgangers. On the other hand, other individuals may wish to encourage the development and distribution of their digital doppelgangers in order to further their legacy.

Dog-whistle Politics and Journalism

Dog-whistle politics is political messaging employing coded language that appears to mean one thing to the general population but has an additional, different or more specific resonance for a targeted subgroup. The phrase is only ever used as a pejorative, because of the inherently deceptive nature of the practice and because the dog-whistle messages are frequently themselves distasteful, for example by empathizing with racist attitudes. It is an analogy to dog whistles, which are built in such a way that their high-frequency whistle is heard by dogs, but is inaudible to humans.

In their closed, unmonitored societies, cult leaders violate the human rights of their members, especially those of women and children. Members are forced to cutoff contact with outside friends and families; even when families are members of the cult, relationships are often disrupted or severed. Living under totalistic conditions, cult members lose their decision-making and other intellectual abilities, and it is not uncommon that they give up school and careers to devote all of their time and energy to the group.

ARE YOU LIVING IN A COMPUTER SIMULATION?
This paper argues that at least one of the following propositions is true: (1) the human species is very likely to go extinct before reaching a “posthuman” stage; (2) any posthuman civilization is extremely unlikely to run a significant number of simulations of their evolutionary history (or variations thereof); (3) we are almost certainly living in a computer simulation.

In some ways, the posthumans running a simulation are like gods in relation to the people inhabiting the simulation: the posthumans created the world we see; they are of superior intelligence; they are “omnipotent” in the sense that they can interfere in the workings of our world even in ways that violate its physical laws; and they are “omniscient” in the sense that they can monitor everything that happens. However, all the demigods except those at the fundamental level of reality are subject to sanctions by the more powerful gods living at lower levels.
